Starkwater Security Services was founded in 1990 by a billionaire industrialist Amadeus Starkwater to create a security company that specializes on guard highly-sensitive businesses that are usually targeted by criminals and terrorists: Pharmaceutical companies, defense research facilities, aerospace transportation and major computer software firms. Starkwater began appearing in the public eye following the events of 9/11 as one of America's leading security firms. There are several news reports suggesting corruption and suspicious clients plaguing Starkwater but several high-profile politicians, corporations and celebrities still trust the firm for their serious security needs.

Starkwater consists of from highly skilled and experienced military and law enforcement personnel and deploy the most brutal tactics thought at first were supposed to be related to special operations groups and private military contractors. Their equipment included state of art technology from wireless satellite communications to the latest in surveillance systems as well as having next-generation security sensor arrays. They also deploy a wide variety of armored vehicles including sport utility vehicles plated with the latest bullet-proof armor casing.

Starkwater agents always can be seen in tactical SWAT gear including Level III kelvar armor. Their primary weapons differ for a wide array of tactical applications: Steyr AUG, M16A2 and M16A4 assault rifles for mid-range and helicopter sharpshooting, M4A1 and G36C carbines and MP5A2 submachine guns for close-quarters combat, SPAS-12 shotguns for breaching and rubber bullets, PSG-I sniper rifles for marksman, and Milkor MGL Mk. 1 grenade launchers for launching tear-gas grenades and occasional door breaching.

NOTE: This Starkwater member is brandishing an M16A2 assault rifle. A2 rifles are retired from the US Military which now relies on M4A1 carbines as their front line weapons, with M16A4s assigned to rear line troops. Many private security companies and recently the Italian-American Mafia relies on many military surplus A2 rifles (some converted to full-automatic) as a cost effective alternative from purchasing far more expensive newer weaponry.
