Jennifer Webb Starling is Jasmine Webb Starling's older sister and an employee for the Special Research and Disaster Investigations Unit at the Global Weather Bureau, which monitors strange weather patterns around the world. When Jennifer and Jasmine was in the Arctic Circle, unintentional unsealing the ancient prison tomb of rogue Star Maiden Alpha Nemesis, Jennifer noticed some strange occurrences on the atmosphere above the site and on the ground, black fog and mild earthquakes rocked the archeological site. Instead of return with Jasmine and their mother home, Jennifer went at the main office of the GWB at Washington D.C. for two weeks and reported these strange events. The US Government and UN weather watchdogs assigned Jennifer to investigate these events further. When returning home to Aurora, Oregon, Jennifer was secretly stalked by two of Alpha's dark minions. As Jasmine and her Star Familiar guardian Crystalia came to meet Jennifer at the airport, Crystalia sensed an evil presence nearby and encouraged Jasmine to investigate, but the plucky teenager is too excited to meet her sister. When Jennifer and Jasmine finally meet at the airport baggage area, Crystalia recognized Jennifer as Belle Borealis, the reincarnated from of Aurora Star's older sister and her second in command. Just then, the two dark minions attack the sisters, forcing Jasmine to transform into Aurora Star in front of Jennifer's eyes, much to her shock. Jennifer ran away from the battle to a abandoned women's locker room, frightened out of her wits. Crystalia, now in her human size, approached Jennifer and explained to her what was going on, and suddenly "reawaken" Jennifer into her Belle Borealis from and was forced to help her sister in the battle. Awkwardly embarrassing wearing a skimpy outfit, but was determined to help her sister from danger, Belle attacked the minions with her karate moves. Crystalia instructed her to deploy her special attacks at the monster. Belle unleashed two tornado blasts at the minions, wiping them out, much to the surprise of Belle herself. This turn of events lead to Jennifer of joining Jasmine as a Star Maidens, given the condition of wanting to know what is going on and why is Jasmine related to the strange weather patterns happening around the globe. Since then Jennifer moved in to the Webb Family house and has the double duty to further investigate what was behind these atmospheric occurrences, while keeping a watchful eye on her aloof and unprepared sister from getting into trouble.

Jennifer is a professional hard worker doing her job with the best of her abilities, yet she also has deep, sister-like relationship with Jasmine. She sometimes get a little overprotective to Jasmine when she occasionally put her nose into troublesome situations. Jennifer soon earned the respect of some of the other Star Maidens, but one Star Maiden, Selena Cavalier (aka Mayflower Meteorite) views Jennifer as a positive role model, one that she would look up to. Jennifer also has a found friendship with Jasmine's homeroom teacher Angelina Munroe (aka Asteroid Angela), who she gives her advice on helping Jasmine with her homework and tactical strategies in battle. Jennifer will do anything to protect her cousin and the other Maidens and will try her best to help them out in a pinch. Her favorite hobby is web chatting. Her favorite food is Teriyaki Chicken and wild rice.

As with her fellow Star Maidens, Belle possesses a host of superhuman powers and abilities including flight, super-speed, enhanced strength, spinning transformation, a "smart-shield" protecting her from projectile and beam weapons, and survivability in the vacuums of space. Belle's two special attacks are the "Spinning Beam Blast" in which she locks on a target with a "beacon" emitting from her hands, when twirls in super-speed, emitting a powerful beam towards the tag team, whether be a force shield of a devastating laser; and the "Dual Tornado Blast", which she projects tornado-like blasts from her hands, used primarily as both as an offensive and defensive weapon. Other powers include magnetic vision (the same type of power used by Aurora Star), limited ability to control weather patterns and invisibility. She can generate projectile and melee weapons like the sonic wave pistol and the dual lightsword staff. She is trained in karate and judo, mostly for personal defense before joining the Star Maidens. She is highly trained in meteorology and studying weather patterns. She is extensively trained in studying minerals and chemistry, as well as a experienced archeologist (she occasionally worked with Jasmine's mother in some of her expeditions). She has access to Global Weather Bureau-issue equipment and resources as well as access to several orbiting weather satellites. She is extensively skilled in multiple languages.
