Kyoto high school student and Sci-Fi anime otaku Toshie Nakao joined the Alien Encounters Club out of boredom and an opportunity to share her interests with other students. She ended up putting up the bossy demands of club president Miliko Tsumura, doing hard chores and have the uncomfortable task of creating cosplay costumes of the fellow club mates. When Miliko's was unexpectedly recruited to the rogue galactic peacekeepers known as the Starchasers, Toshie's life turn for the worse, as she, along with the other members of the club, was being forced by Miliko into joining the Starchasers themselves. Now faced with school work, the club's activities, and saivng the world from invading aliens, Toshie will have to struggle of managing her day, whether she likes it or not.

Toshie is usually an otherwise carefree girl, but when facing Miliko, she turns into her Ms. Hyde persona of an overly frustrated, loud-mouthed complainer. She always gets into temper every time she is bossed around by Miliko, leading to her inner thoughts of strangling the club president, but cannot due to her views on using physical violence of her fellow co-members. Aside from her antagonistic views of Miliko, Toshie is a friendly person, making friendly conversations with other members and competing to be her school's most popular girl. She also is an overprotective caretaker of her fraternal twin sister Inoue, who is in charge on watching over the clubroom while they are away doing Starchaser duties. Toshie would rather spend her days doing something else rather than to be stuck in the Alien Encounters Club, these days she wished she were. Her favorite hobbies are reading science fiction light novels and playing volleyball. Her favorite food are freshly prepared sweet potatoes.

Like the other members of the club, save for fellow student Yori Tomori, Toshie is inexperienced in military combat, so she has to undergo off-hours training at battle simulations at the Starchasers base in Mt. Fuji. She is experienced in science fiction pop culture and astrology. She engages in psyhical activities mainly in the school gym practicing volleyball, softball and track and field. She is mainly equipped with standard Starchaser equipment including a watch does project holographic images and emits a beam shield which repels projectile weapons and light explosives, and a star-shaped belt activator that gives her stealth capabilities and invisibility. Her powered pilot suit gives her superhuman combat abilities including spinning teleportation, the ability to emit magnetic beams from her hands (although in limited use due to her suit's power supply) and to generate several hi-tech weapons including her phased plasma pistol with optional stun settings, a long steel-bladed sword for melee combat and a proton missile launcher. During combat she assists in ground support for Miliko and Tori as driver and part-time gunner for the Starchasers' Mark-XII hover tank, which is armed with a heavy repulsor cannon, rapid-fire anti-personnel mounted plasma blaster guns and anti-air missile launchers.
