Kiyo Okuda, whose real name is not pronounceable in human language, is one of the senior commanders of the rouge Galactic Naval unit Starchasers. When the unit has abandoned the ranks of the Navy due to their strict conduct in dealing with alien invasions and other criminal activity, Kiyo created a recruitment program to send battle simulators to various populated planets in order to gain new members in order sustain manpower for an effective peacekeeping force. After the misunderstanding in the process which brought Earth student Miliko Tsumura to the unit, Kiyo's ship tracked her on Earth and transported her and Kiyo explained that Miliko is now responsible for defending Earth as a Starchaser pilot. Concern of Miliko's secret occupation exposed to the public, Kiyo is assigned and her guardian, with her cover as Miliko's homeroom teacher and adviser to her "Alien Encounters" school club. Asides from handing out missions to Miliko and her fellow club members, she also participates in the field pilot her personal star fighter, The Cosmos.

Kiyo is a dedicated officer to her unit, despite her methods being criticized by the Navy as unorthodox, she has a strong sense of justice and devotion to protecting the galaxy from those who threaten its' security. She is a very detail-oriented and very strict person; after time Miliko gets a little wild in the classroom, she immediately sends her to the hallway and slaps her with detention. Having her have a huge responsibility on keep an eye on Miliko and her club members, Kiyo is determined to make sure her peers are in tip-top shape in keeping the peace of their home world and defending the galaxy. Her favorite hobby is grading report cards. Her favorite food is classified.

Kiyo, though she appears is a "Class III Humanoid" (similar to normal Earth humans), has special telepathic powers and has a sixth sense ability which lets her detects anomalies through time and space. She is a seasoned veteran pilot with past combat experience with the Starchasers and the Galactic Navy. She is mainly equipped with standard Starchaser equipment including a watch does project holographic images and emits a beam shield which repels projectile weapons and light explosives, and a star-shaped belt activator that gives her stealth capabilities and invisibility. Like the other Starchaser female pilots, Her powered pilot suit gives her superhuman combat abilities including spinning teleportation, the ability to emit magnetic beams from her hands (although in limited use due to her suit's power supply) and to generate several hi-tech weapons including her phased plasma pistol with optional stun settings, a long steel-bladed sword for melee combat and a proton missile launcher. Since she is a high-ranking officer, her suit is upgraded to give her specialized abilities like superhuman reflexes and time travel (though restricted to rescue missions). She is an expert in survival skills, space navigation and astrology. She is highly trained in several martial arts disciplines and she is a well skilled pistol markswoman. Aside from commands her main vessel for the Starchasers, she pilots her own personal fighter, the Cosmos, which is equipped with hi-tech defensive air-to-air countermeasures and offensive weapons like pulse cannons, plasma torpedoes and anti-aircraft heat-seeking missiles. As an Earth teacher, she is an expert in mathematics and science. She is extensively trained in Earth history and cultures.
