General Douglas McGovern is the head US Armed forces and creator of the Pentagon’s Department of Special Weapons Development. Raised in the strict military upbringing of his father, Colonel Daniel McGovern, General McGovern was taught that he must use whatever means necessary to win a battle. While serving as a lowly private in a secret Nevada military station in Roswell New Mexico McGovern's life changed forever when a mysterious alien craft crash lands in the desert. He was the thirteenth member of the “Majestic Twelve” a secret collection of military officials assigned to over up the infamous “ Roswell Incident” and was the first official to reverse engineer the fallen alien technology and apply them for military use. During the next 40 years McGovern used his secret weapons to win countless conflicts and black ops missions. Thanks to McGovern's scrupulous efforts he transformed the United States into the world's most technologically advance superpower and eared him numerous military rankings.

Despite his heavy use on alien technology, General McGovern is a total xenophobic against all aliens (as well as a bit of a male chauvinist ) General McGovern believes that the Roswell crash was only a prelude to a massive alien invasion that will destroy the world. General McGovern is totally mistrustful of alien superheroes such as Superhawke, Pulsar Pureheart, Hyper Starlet and Soldier 6’s Galaxia Sky. Because of this McGovern has created the Extraterrestrial Management and Control Agency (or E.M.C.A.) to monitor and experiment on most of the alien visitors which border line on being cruel and sadistic as well as sexual harassment. Because of General McGovern's questionable (and possibly lecherous) actions he is a scorn in the views of human rights groups (and some women's rights activists), but is praised by the defense industry and the Reagan and the two Bush (41 and 43) administrations for bringing “The Second Technological Renascence.” He also served under Bill Clinton’s administration as a military consultant on extraterrestrial affairs. McGovern is also at odds with fellow Vietnam veteran and INTERCEPT director Lance Bishop, whose agency registers metahuman heroes, vigilantes and non-corruptible paramilitary teams to deputized them as legal law enforcement agents and protect them from legal scrutiny. They both supervise joint INTERCEPT-US operations in a secluded room at the Pentagon.

Intelligent, cunning and ruthless, General McGovern is the perfect example of a "corrupted patriot," a dedicated solder is willing to preserve the freedom and safety of America at all costs. Even if his methods are horribly extreme and inhumanly brutal. His Favorite Hobbies are playing chess and enjoys classical music. His favorite food is a well done T-Bone Steak with a baked potato. He enjoys smoking hand rolled Cuban cigars.

McGovern is a skilled tactician, expert pilot, champion fencer, dangerous hand-to-hand combatant, expert marksman and survivalist. He even joined in with his unit on covert search and capture missions. A rarity for a highly commissioned officer at his age.

His son is Lucas McGovern, a lieutenant colonel in the US Army who head a special task force in apprehend military fugitive Dust Derringer.

McGovern is well connected in the superhero community and has personally met or made contact with superheroes American Solder, Blaster, Cleopatra, Johnny Rush and Mr. Element (Dr. Horatio Robinson); PMC containment commander John Bullitt, bounty hunter Ace Johnson, Global Investigations Agency chief Matthew McCormick, GOTHIC operative/assassin The Cleaner, the Undercover Cuties and David Alan Davis from MI6, special covert operatives Thomas and Tiffany Target, and government agent and former thief Jet James. Obsessed with creating the perfect super solder to fight in “the inevitable alien war” McGovern has used his military resources to conduct a series of illegal experimentation to achieve his goal and created or experimented on various subjects who later are known in the (AGU) community such as W.O.M.A.N. A.L.I.C.E. Alex Yamato, and Space Rider, as well as superhuman terrorists Nuclear Nightmare and the Laugher. McGovern is rumored, but not proven, to be a secret financier of the terrorist group World Liberation Order and an adviser to US Private Military Contractor Blackwolf.

His appearance and inspiration are from the characters of actor Charles Napier (Rambo: First Blood Part II, Autsin Powers, The Spectacular Spider-Man TV series)
