Miliko Tsumura is a freshman at Sakura West High School in Kyoto, Japan. She is also the club president of her afterschool "Alien Encounters" Club. She fashions herself as a fearless dreamer and an expert video gamer. All her life she was living a bored life and was searching for adventure, but a fateful field trip at the Akihabara District in Tokyo would change her life forever. While spending her spare change at the local arcade in Akihabara, her eyes was set on a new space shooter arcade called "Starchaser" in which the player pilots a hi-tech starship battling an alien invasion. Miliko soon played the game and in just one credit, reached the highest score of the game and have beaten the final boss with the ease of a game veteran. She soon became the toast of the arcade, yet little did she know, she was watched by the mysterious figure, who was observed the arcade for the past few days prior to Miliko's arrival.

Days later when Miliko returns home to Kyoto, she was suddenly teleported by a Galactic Naval starship. The ship happens to belong to an elite rogue unit of the Galactic Navy known as the "Starchasers", which are known for their illegal recruiting methods and is currently suspended by the Navy for those actions. Thinking she was kidnapped, Miliko angrily yelled what was going on, then one of the unit's commanders immediately approached Miliko and informed her that the Starchasers game she played days before in Tokyo was actually a recruiting tool for the rogue unit and was originally was intended to be sent to a JSDF (Japanese Self-Defense Force) base near the city when a transporter malfunction actually sent the training simulator to Akihabara, and they send secret operatives to watch over the module in attempts to recover it, but failed due to Miliko's presence. The commander felt badly for the misunderstanding that he was preparing to return Miliko home, when suddenly the ship was attacked by alien fighter ships belonging to the Tyranodon Imperium, an intergalactic terrorist empire which followed the Starchaser ship weeks before to steal back an arsenal of illegal weapons which were confiscated by the unit. With the ship's main defenses destroyed, Miliko ran to the ship's hangar and discovered a fleet of fighter jets that look familiar to her. Those were the same type of fighters that the game she played were based. Miliko commandeered one of the fighters, which coincidentally has the same controls as the arcade, and flies it to combat the attacking Tyranodon ships using her gaming skills and saved the starship in the process. After given thanks of appreciation from the Starchasers, she sees this as an opportunity to make a name for herself and decided join the unit as their new combat pilot to defend Earth from all threats Earth and alien-based, using the new identity as "Captain Starchaser". At the same time she still maintains her school club investigating various alien encounters and occasionally brings her club members into various adventures with the Starchasers along the way.

Miliko brandish herself as a fearless adventurer, taking on an impossible challenge with the tenacity of someone who likes the thrill and danger that comes with the challenge. She is also annoyingly bossy to her fellow club members, leading to some of them getting frustrated at her various shenanigans. She has a knack of leading rebellious to authority, especially to her Starchaser superiors, using her own tactics instead of following procedures in battles. Despite her bossy nature, she has a heart of gold and a strong sense of justice. Whenever she pilots the latest Starchaser weapons system gives her a sense of release from the doldrums and pressures of everyday school life. Looking for an adrenaline rush, Miliko is determine to take the challenge. Her favorite hobby is playing video games, especially console shooters, and playing musical instruments, mostly the electric guitar and the piano. Her favorite foods are chocolate Pocky sticks.

Ever since she joined the Starchasers, Miliko is granted the ability to transform into her pilot suit, but other than that she does not possess any other powers. She is a talented pilot and operator of several alien weapons systems due to her experience with the "Starchaser" game. She is a trained athlete, gymnast and swimmer. She is extensively trained in navigation, survival techniques and field magazine. She is a trained black belt in Karate. She is highly trained in extracurricular activities at her school, including computer web software and advanced mathematics. She is mainly equipped with standard Starchaser equipment including a watch does project holographic images and emits a beam shield which repels projectile weapons and light explosives, and a star-shaped belt activator that gives her stealth capabilities and invisibility. Her powered pilot suit gives her superhuman combat abilities including spinning teleportation, the ability to emit magnetic beams from her hands (although in limited use due to her suit's power supply) and to generate several hi-tech weapons including her phased plasma pistol with optional stun settings, a long steel-bladed sword for melee combat and a proton missile launcher. She has access to the latest in Galactic Naval weapons technology including armed stealth starships, hovercraft and transport gunships. She was recently registered with INTERCEPT granting her access to the agency's equipment and resources as well as additional training from fellow agents.
